In dungeons and dragons, and almost any role playing game you come across your character advances in levels. A level is just a general jump of new experience and ability. Everytime you level up, your character will improve in some way, shape, or form. The specifics of what exactly happens everytime you level up will be explained in a later lesson.
...but for now- here are the basics. In DnD fourth edition there are thirty levels. You start at level one- youngling adventures with little training or experience and progress by gaining experience. Experience comes from everything you do- Killing a goblin, feverantly debating for the life of a prisoner, skillfully opening a lock, etc. When your experience hits a certain number you level up to the next level, and are ultimately more experienced, skillful, etc.
For those who want to go a little deeper read on- this next tid bit isn't necessary for firstime players so don't stress if you don't understand- The thirty levels are split into three tiers- Levels 1-10 are the heroic tier. Adventurers making a name for themselves, carving into the world they live in. Levels 11-20 is the Paragon tier - Your deeds have not gone unnoticed. You become the stuff of legends and bed time stories. Levels 21-30 is the epic tier - Yhou take your place just below the gods of the land. You've strived, fought, been near death a thousand times over, traveled the lands, and been enlightened. You are nothing but great, or greatly evil.

Do tiers give you any bonuses (EDIT: other that people noticing you)?

Yes, at the second tier you get to chose a specialty class that grants you new abilities, and a few skills you can elect to chose, and on the third tier you can chose an epic destiny which grants you some cool stuff.
